Such transportation complies with all applicable Federal, State, and local laws/regulations. No daily transportation to/from workers' home and primary worksite.

Descripción del trabajo
CMG Holdings LLC is a property management company with a portfolio of rental properties and homes that it purchases, renovates, and resells. CMG Holdings LLC has a temporary, seasonal need for 8 workers to be employed as General Laborers (SOC 47-2061 Construction Laborers) at its location in Willoughby, Ohio. We are a returning H-2B program user (SEE DOL ETA Case #: H-400-25185-154137), and this request is materially consistent with its previously established seasonal need. The requested start date is approximately two months later than last year because we started the filing process too late to request our historical October 1 start date. We anticipated that we would be able to locate a sufficient number of domestic temporary workers to fulfill our seasonal labor need, however, we have struggled to recruit the number of workers needed for the season. Without the temporary workers requested in this instant application, our company will be unable to complete time-sensitive renovation and property-preparation work within the established seasonal window. The company therefore seeks H-2B workers only for the remainder of that seasonal period, and the adjusted period of need remains consistent with historical norms for the occupation and area of intended employment. We intend to file future applications for our full period of need from October through April. Regulatory Standards Under the H-2B regulations, a seasonal labor need exists where the employers need for the services or labor is traditionally tied to a season of the year by an event or pattern and is of a recurring nature. Employment is not considered seasonal where the period during which the services or labor is not needed is unpredictable, subject to change, or merely a vacation period for the employers permanent employees. The employer must also demonstrate that the requested positions constitute bona fide job opportunities for the number of workers requested. Temporary Need CMG Holdings LLCs need is seasonal because it is tied to the recurring fall/winter renovation cycle in the residential rental and resale industry. The company uses the period from approximately Fall through Spring to refresh rental properties and renovate purchased homes for resale before the traditional spring home-selling season. During this window, General Laborers perform demolition support, cleanup, materials handling, site preparation, and other labor-intensive renovation tasks. After the spring listing period, this supplemental labor need predictably declines. The description below comes from Zillows March 2026 analysis: According to Zillow's 2026 analysis of 2025 home sales, homeowners who listed their properties during the last two weeks of May earned an average sale premium of 1.7%, or approximately $6,000 on a typical U.S. home. Zillow's research indicates that late spring remains the strongest selling season nationally, as increased buyer activity and competition before summer often lead to higher sale prices. Bona Fide Job Opportunity In order to capitalize on this recurring market cycle, we must complete a substantial volume of renovation work during the period preceding the spring selling season. The company requires 8 temporary General Laborers during this recurring period to perform the labor-intensive work necessary to prepare properties for the spring market. This sales cycle drives CMG Holdings LLCs temporary labor demand. Because holding costs are significant, profitability depends on completing renovations quickly and listing properties during the spring market. We generally require four to six months to renovate a home; accordingly, we purchase homes in the fall, complete renovation work during the winter, and prepare them for spring resale.
