Introduction: Green Impressions of Cleveland LLC is located in Sheffield, OH. The report to worksite (Sheffield, Lorain County, OH) is located in the Ohio Valley Region of the United States (Source: NOAA NCEI, U.S. Climate Regions, https://www.ncei.noaa.gov/access/monitoring/reference-maps/us-climate-regions). The Ohio Valley Region has four seasons, with hot, humid summers and cool to cold winters that bring occasional snow. Transitional seasons are variable, with spring often bringing storms. The area is particularly vulnerable to tornadoes, flooding, and strong thunderstorms. Green Impressions of Cleveland LLC has a temporary seasonal need for 10 workers from December 15, 2026 through April 15, 2027. Job Description: The duties workers will be performing at the place of employment during the requested dates of need include the following: Perform commercial and residential snow/ice maintenance including winter storm clean-up, trash/debris pickup, and snow/ice removal and dormant tree/shrub winter pruning. Mark properties to allow plow operators to know where to plow. Use hand tools and equipment such as ice picks, shovels, and blowers. Spread salt/deicing chemicals on walkways, driveways, and parking lots. Workers with valid U.S. drivers license may operate a 4-wheel drive pickup truck with front-end plow attachment (driving is not a requirement of all workers in the position). Clean and perform routine maintenance and/or minor repairs on equipment and tools when not in use & other related Snow Removal Laborer activities as per SOC/OES 47-4051 (onetonline.org). Temporary Need Justification: Green Impressions of Cleveland LLC has a seasonal need for 10 Snow Removal Laborers from December through mid-April, a period that corresponds directly with the months of heaviest and most consistent winter weather activity in the Ohio Valley Region. The duties workers will perform including commercial and residential snow and ice maintenance, winter storm clean-up, snow and ice removal, and the spreading of salt and deicing chemicals on walkways, driveways, and parking lots are directly dependent on the presence of snow, ice, and freezing conditions that occur predominantly during these months. The Employer's two most recent full years of summarized payroll and invoicing records confirm that this is the period during which the Employer's need for supplemental snow removal labor is most heavily and consistently evidenced. As shown in the table below, the Employer billed no snow removal revenue and employed no Snow Removal Laborers in May through October of both 2024 and 2025. November reflects the beginning of the season, but at meaningfully lower and less consistent volume than the months that follow in 2024 the Employer had no Snow Removal Laborers on payroll in November at all, and in 2025 only 6. By contrast, December through mid-April is the period in which the Employer has consistently required, and staffed, a substantially larger workforce (ranging from approximately 25 to 47 total workers per month in this occupation) to meet its contractual obligations. The Employer's existing permanent and returning temporary U.S. workforce is expected to be sufficient to handle the lower and less predictable volume of early-season (November) work; the requested H-2B workers are needed beginning December 1 to meet the sustained, high-volume demand that follows. This need recurs predictably each year in the same period, beginning in December as winter weather becomes consistent and snow/ice events become frequent, and concluding in mid-April as winter weather subsides and the region transitions into its warmer seasons. There is a clearly identifiable period outside the requested dates of need (May through November) during which the services performed by these temporary Snow Removal Laborers are, based on the Employer's own two-year record, either not required at all or required only at a level the Employer's existin....
