DETAILED STATEMENT OF TEMPORARY NEED 2026-2027 Dates of Need for H-2B Snow Remover will be 11/20/2026 to 04/15/2027. Shuleva LLC, doing business as 1st Impressions, is a year-round landscape construction firm with two distinct lines of work: landscape construction and maintenance during the warm months and snow and ice removal during the winter. Our place of business is located at 12850 Avon Belden Road, Building #6, Grafton, Ohio 44044, and our crews travel to client properties in Cuyahoga County, Lorain County, and Medina County, Ohio. The temporary workers requested in this petition are needed only for our snow and ice removal operations. That work is the clearing of snow and ice from the walkways, entrance steps, and immediate pathways of the commercial properties we service, together with the application of salt, sand, and other de-icing materials to those surfaces. Our snow season opens with our customer contracts on November 1 and runs through mid-April; the work itself is performed when winter weather arrives, and it cannot be performed at any other time of year. We have serviced commercial snow and ice accounts in this area for years: the customer contracts provided with this petition include agreements executed in October 2024, signed seasonal contracts for the 2025-2026 season, and executed contracts for the coming 2026-2027 season, with additional agreements being finalized as the fall's salt and supply pricing is published. I. Temporary Need To assist in the determination of whether our company's need is consistent with the USCIS definition of temporary need, we are including the following information: We are requesting 3 temporary H-2B workers for the position of Snow Remover, SOC 37-2011, for the period November 20, 2026 through April 15, 2027, at the certified wage of $18.26 per hour. Our need for these workers is seasonal, as defined in the H-2B regulation at 8 CFR 214.2(h)(6)(ii)(B)(2). Work duties will be consistent with those stated on the USDOL ETA Form 9142B and the USCIS I-129 Petition for Nonimmigrant Worker, and with those described in the US Department of Labor ETA Form 9141 Prevailing Wage Determination, PWD Case Number P-400-26154-979254, valid July 1, 2026 through June 30, 2027. Based on the analysis described later in this document, our need for 3 temporary workers is fully supported by our contracted workload for the 2026-2027 snow season, and that workload substantiates the need for the requested workers throughout the entire period of proposed employment at the stated hourly wage and number of hours each week. II. Operations Our snow removal season follows the same cycle every year. Our customer contracts are signed in the fall, and our season opens with them on November 1. The opening weeks of the season require: the properties under contract are staked with reflective markers, as our contracts require, salt and de-icing supplies are ordered as the fall's pricing is published, and equipment is staged. We have adequate local labor to start the season; our permanent staff handles that early work. Snow falls during this time, but it intensifies towards the end of the month. That is when we need the labor requested in this petition. The Snow Remover position exists only for the winter months. From then until spring, the properties under our snow and ice contracts must be cleared and treated on demand, storm by storm, and often overnight and in the early morning, because our customers require their walkways and entrances to be passable and safe whenever snow or ice accumulates. The local labor that carries the season's opening weeks is not enough for that work. When the snow hits, every property under contract needs people on the ground at once, and a property that waits is not merely inconvenienced, it is unsafe: untreated walkways and entrances are slip hazards for the employees, customers, parishioners, patients, and residents who use them.
