Work description
Tamarack Food & Beverage, LLC d/b/a Tamarack Resort (the Petitioner) has a peakload need for workers in this temporary position. The Petitioner is a high-end resort and offers guests 3,500 acres of recreation, with on-site vacation rentals, dining and event space in the Idaho mountains. Guests can enjoy skiing, snowboarding, snowshoeing, guided ice fishing, and much more in the winter months from December through mid-April. When warmer weather arrives in late April, the snow starts to melt and demand for the surrounding tourism destination falls slightly. However, during the summer months, from mid-June through September, visitors can enjoy golfing and pickleball, explore and go hiking or mountain biking, among other activities. While the Petitioner has a need for additional workers during the winter months, there still remains a need due to the activities offered by the Petitioner. Therefore, the services offered by the Petitioner are peakload in nature. Please see the enclosed letter entitled "Statement of Temporary Need" and enclosed supporting documents for further detail. From October through November, it is typical for Idaho to experience weather unconducive to snow sports, making the Petitioner's outdoor recreational activities impossible until the cold weather recommences in December. Due to the drop in business activity that occurs from October through November, the duties of the Front Desk Agent position can be fulfilled by the Petitioners year-round staff and, therefore, the Petitioner has no need to employ additional, temporary workers during the off-season months. Therefore, the services offered by the Petitioner are peakload in nature. The Petitioner experiences the dual seasonal need described above, with its peak seasons occurring from December through mid-April, which is the areas optimal weather for winter outdoor activities and reflects a peak tourism season, and again from mid-June through September. Based on the above peak seasons, the Petitioner will be submitting multiple H-2B applications with two (2) distinct periods of need. This application is being filed with a period of need of December 1st through April 15th. Although the Petitioner employs permanent workers to staff this position on a year-round basis, due to the peak in demand outlined above, the Petitioner must supplement its permanent staff with temporary workers during its busiest months. At the end of the Petitioners period of need, business levels fall, and the Petitioner will no longer have the need or the ability to continue to employ these temporary workers. Located in the remote location of Donnelly, the hiring potential of the Petitioner is very limited. The bulk of the areas residents tend to be seasonal tourists, and there are very few permanent occupants who have inclinations of entering the local workforce. Additionally, the Petitioner is in constant competition with every other local business for the same, limited U.S. workforce. Finally, the elite nature of the Petitioner means that it must require related experience for the Front Desk Agent position, and very few local workers (if any) meet the necessary qualifications. Because of these factors, the Petitioner consistently struggles to find local workers who are willing and able to fill this temporary position.
