Work description
Hoffman Trenching, Inc. is a seasonal trenching contractor located in Highmore, South Dakota. In addition to trenching contracting services, however, we are also hired out to perform snow removal and deicing jobs during the winter months. Snow removal and deicing work in South Dakota is a strictly seasonal business. This is because snow and ice only exist seasonally during the wintertime in this area of the country. Starting in mid-November or early December, the snow begins to fall in our area region. Due to the snowy and icy conditions that take place exclusively during this portion of the year, customers are in need of snow removal or deicing activities to be performed at their residences or businesses on a seasonal basis at this time. The need for this work then entirely disappears by late March, due to the arrival of the warm spring weather that melts away all snow and ice at that time. Each winter we seek to employ at least a minimum of 1 temporary Snow Removal Laborer to keep up with all seasonal snow removal contracts, a number that we increasingly struggle to secure. Then, when the warm weather returns once again in late March, all snow removal and deicing jobs come to an end, and we therefore no longer have work for these temporary employees until the snowy weather returns once again in the following winter. The number of workers requested for certification on this temporary need has been based upon this minimum number of temporary workers that have historically been required during our snow removal season in past successful years of business. Thus, the job opportunity and number of workers being requested for certification both reflect a temporary need. Year after year, it has become increasingly difficult to secure temporary help during the seasonal snow removal season, and therefore, out of sheer desperation, we are turning to the H-2B program for this need for the very first time this year. In proof of these statements, we have also enclosed Payroll Reports and Charts for this position in two most recent calendar years. These documents clearly serve to evidence our need for the number of workers requested, and that the need is in fact strictly seasonal in nature, and is not performed on a year-round basis in any capacity.
