Work description

**Introduction:** North Pacific Seafoods, Inc. has been providing quality seafood processing services since 2005. North Pacific Seafoods, Inc. is located in Edmonds, WA. The report-to worksite (627 Shelikof St, Kodiak, Kodiak Island County, AK 99615) is located in the Alaska region of the United States (Source: NOAA NCEI, U.S. Climate Regions, https://www.ncei.noaa.gov/access/monitoring/reference-maps/us-climate-regions). North Pacific Seafoods, Inc. has a temporary peakload need for 2 workers from 12/1/2026 through 10/1/2027. **Job Description:** The duties workers will be performing at the place of employment during the requested dates of need include the following: Upkeep and repair of the facilitys ammonia refrigeration systems including but not limited to: tunnel freezers and blast cell freezers, ice making equipment, plate freezers, May assist with other ancillary maintenance and repair projects as needed & other related Refrigeration Technician (Cooling and Freezing equipment operators and tenders) activities as per SOC/OES 51-9193 (onetonline.org). **Temporary Need Justification:** NPSI's prior certification for this position at this worksite requested a period of need from January 20 through November 20. For the current filing, NPSI is requesting a period of need from December 1 through October 1 approximately seven weeks earlier than the previously certified dates. This shift reflects a documented change in the timing of the plant's offseason refrigeration shutdown and does not reflect any change in the total duration, the underlying peakload nature of the need, the duties to be performed, or the number of workers requested, all of which remain materially consistent with the prior certification referenced under NPSI's active DOL registration above. Refrigeration maintenance and repair work of the kind described above can only be performed once the plant has stopped processing fish, which has historically limited that work to the balance of December, since the last fish of the season would typically run through the plant around December 13. Last year, however, NPSI intentionally shut down processing earlier than usual, around the Thanksgiving holiday, in order to accommodate a larger refrigeration project that required an extended offseason work window. NPSI has planned the same early shutdown schedule for this year, which is what drives the earlier December 1 start date requested in this filing. This earlier shutdown aligns with the regulatory fishery calendar as well. The Halibut and Sablefish fisheries close on December 7, and while the Gray Cod fishery technically remains open until its quota is harvested, in practice very little product remains to process by early December. The new Pollock and Gray Cod quotas do not reopen until January 1. Between the intentionally early shutdown and the fishery closures, the plant will not be processing fish for the period in which this refrigeration work is needed, allowing the technicians' start date to move up accordingly. At the other end of the season, the requested end date of October 1 (rather than November 20) reflects the same approximately seven-week adjustment applied consistently at the back end of the period of need, preserving the same overall season length while realigning it to the plant's actual operating calendar. Once the new Pollock and Gray Cod quotas reopen on January 1 and the plant resumes processing, the refrigeration technicians transition from this project-based repair work into an operator role, running the refrigeration side of the plant to support active processing. During this operating period, the technicians continue to perform ongoing maintenance, cleaning, and related refrigeration duties needed to keep the system running through the remainder of the season, consistent with the duties described above, through the requested end date of October 1. **Worker Justification:** NPSI is requesting 2 Refrigeration Technicians for this posi
