BDSD Company LLC is a construction company based in Miami, Florida, specializing in commercial and residential exterior construction with a primary focus on roofing solutions. We serve clients across the greater Miami area, providing roofing installations, replacements, and repairs tailored to South Florida unique weather patterns and strict building codes. We are known for our commitment to quality, safety, and reliability. We also maintain a stable, full-time U.S. workforce throughout the year. While our permanent employees are sufficient to meet our needs during the regular construction season, we experience a substantial and predictable short-term increase in workload during the months of November through mid-May, requiring the support of temporary workers. This increase is driven by Florida's well-documented hurricane season, which significantly impacts the timing and feasibility of major exterior construction projects. The Atlantic hurricane season runs from June through November, with peak activity between August and October, according to NOAA during this period, exterior construction is often delayed due to storm threats, site safety concerns, insurance processing, and supply chain disruptions. As a result, most major roofing and exterior projects cannot safely begin until after hurricane season concludes. Once storm activity subsides in late fall, there is a predictable surge in demand for roofing and exterior construction services, as clients move forward with previously postponed or newly approved projects. This backlog creates a concentrated period of high demand from November through mid-May, during which BDSD must complete numerous time-sensitive and weather-dependent projects. This period is the only practical and safe window to conduct exterior construction before south Florida's summer climate returns. high heat, increased rainfall, and renewed storm risks during the summer months once again limit outdoor construction, making it unsafe or impractical. to meet this temporary, weather-driven demand, BDSD is requesting 48 temporary construction laborers for the period of November 9, 2026, through May 15, 2027. These workers are needed exclusively during this seasonal peak to assist with roofing, framing, siding, and other exterior construction tasks. all positions are temporary and will terminate no later than May 15, 2027. once the peak season ends, our workload drops to levels that can be fully managed by our year-round U.S. workforce. No temporary workers will remain employed beyond this date. During the off-season, BDSD's permanent staff shift focus to indoor construction, administrative work, and other lower-volume projects, ensuring that all permanent employees remain fully employed throughout the year. The need for additional workers arises only during the defined seasonal window when exterior construction activity surges due to the backlog caused by the hurricane season. This request meets the requirements for temporary, seasonal employment under 20 CFR 655.6(A) and (B). the need for labor is seasonal, tied to the annual hurricane recovery and construction cycle; temporary, with a fixed end date and no ongoing employment beyond May 15; supplemental, supporting but not displacing our existing U.S. workforce. in summary, the requested temporary positions are essential for completing critical exterior construction projects during a short-term, weather-dependent peak in demand BDSD seasonal staffing strategy allows us to maintain a stable, full-time U.S. workforce year-round while ensuring that essential roofing and structural repairs are completed safely and efficiently during the appropriate construction window. We are fully aware that temporary labor certification applications must be filed no less than 75 calendar days before the requested start date. While our submission schedule aligns with regulatory obligations, the peakload period remains November 1, 2026, through May 15, 2027.
